The government has tightened local manufacturing rules for electric buses and trucks under the PM E-DRIVE scheme, requiring manufacturers to build more of the vehicle's core electric drivetrain in India rather than importing key parts and simply assembling them locally. The Ministry of Heavy Industries issued two separate notifications on September 3, 2026 covering M2/M3 electric buses and N2/N3 electric trucks, with the updated rules set to take effect once published in the Official Gazette and deeper localisation requirements kicking in from April 1, 2027.

These changes build directly on the Phased Manufacturing Programme (PMP) that was first introduced for electric buses and trucks in 2025 and has already been amended a couple of times since. The overall direction is consistent: the government wants manufacturers to move well beyond basic vehicle assembly and start producing genuinely critical electric drivetrain components on Indian soil. The April 2027 deadline gives manufacturers roughly a year and a half of lead time to adjust their supply chains and manufacturing setups before the stricter requirements actually kick in.

New Rules For Electric Buses

For electric buses, manufacturers are already required, starting September 1, to locally manufacture key traction motor components, including the rotor and stator assembly, bearings, the motor enclosure and connectors and cables. From April 1, 2027, those requirements get noticeably stricter, with manufacturers also needing to carry out magnet and shaft fitment within India rather than importing these as pre-fitted assemblies.

The rules around motor controllers and inverters have also been tightened significantly. From April 2027, manufacturers must assemble electronic components, semiconductors and connectors directly onto printed circuit boards within India. Local manufacturing requirements will also extend to high-voltage connectors, cables, heatsinks and enclosures and even software or firmware flashing will need to form part of the required local process rather than being completed elsewhere before the unit arrives in India.

Similar tightening applies to N2 and N3 electric trucks from April 2027. Manufacturers will need to locally make or fit key traction motor components, covering the magnet, rotor, stator, shaft, bearing, enclosure, connectors and cables, essentially the full core assembly of the motor rather than just peripheral parts.

For electric trucks using integrated traction motor and transmission systems, a common configuration in heavier commercial vehicles, the new rules go a step further, also requiring transmission and transmission-controller fitment to be carried out within India. Given how central the motor and transmission are to an electric truck's overall performance and cost, this represents a meaningful shift in how much of the vehicle's value actually needs to be created domestically.

This move fits into a broader, consistent pattern in Indian EV policy over the past few years, encouraging genuine domestic manufacturing depth rather than allowing companies to simply import components and assemble finished vehicles locally to claim "Made in India" status.
